Privatization Decree: Liberalization or Islamization?

Abstract

In this chapter, I first discuss the previous privatization campaigns, their failures, and their respective shares in transferring the state assets to non-state sectors during Hashemi Rafsanjani and Khatami presidencies. Then I will focus on objectives, process, and outcome of Khamenei’s ‘privatization’ decree in light of historical world-wide experiences of privatization since 1979. Identifying ‘non-state public sector’ as the principal beneficiary of ‘privatization’, I will scrutinize the confusing definitions of this sector under the Islamic Republic of Iran’s (IRI) jurisprudence to unravel the lion’s share of Anfal and the Sepah in preying on governmental assets. Finally, I will demonstrate how the dominance of Islamic political capitalism has resulted in shrinking role of market, authoritative, and cooperative coordination in comparison with destructive coordination.
