Abstract

The first inference that comes out of these experiences is that to decrease inequality in a lasting manner its structural origins should be sought out and remedies developed. More diverse kinds of structural inequality exist—the tasks are to identify them and seek out their roots and, for outsiders, work with local counterparts in devising and pursuing solutions. Reduced structural inequality contributed to growth when Estonia put land in hands of farmers and in the early South Korean land reform. It happened in Peru when improved connectivity brought highland populations into mainstream development paths.
