Abstract

In this chapter we link the need for a more effective local own-source revenue base to the sustainable growth agenda. The argument for a beneficial property tax on non-business properties, based on simple criteria, is highlighted, given the need to generate revenues quickly, and in an equitable manner. The tax-benefit link is critical for political economy purposes under all economic systems, as well as the simplification using area/location and occupancy. A functional administration permits arm’s length operations, along with satellite imagery and blockchain technology. A strengthened property tax would reduce the need for reliance on land sales, which has huge environmental and adverse distributional consequences. However, it should be part of a broader reform that also includes within province/state fiscal equalization to avoid generating unsustainable migration incentives to mega metropolises, some of which are sinking, like Mexico City and Jakarta.
