Abstract

In aStalin representative democracy, a fair political structure can only materialise if, first and foremost, both the electoral system and the decision-making system are themselves fair. Some electoral systems, though often used, are most definitely unfair. Others, less frequently seen, are mediocre. A few, rarely employed, are excellent. And one, which most people have never even heard of, is robust, proportional, preferential, accurate, inclusive… and very democratic: the QuotaQuota Borda System, QBSElectoral systemsquota Borda system (QBS).
