Abstract

TheGovernancemajoritarianism preferential pointsArrow, K. decision-making voting system is more accurate than binary and most other forms of voting used in decision-making; therefore, it is more democratic; therefore again, it should be the basis of governance. Now this methodology can identify the option with the highest average preference… and an average, of course, includes every member of the chamber, not just a majority of them. Accordingly, the government should represent not a divided but the entire parliament, and an all-party power-sharingGovernancemajoritarianism government of national unity may in fact be the most democratic form of majority rule. But how best can a parliament choose such an inclusive executive? The democratic way is via an election—a preferential, proportional, two-dimensional, matrix voteElectoral systemsmatrix vote.
