In: More Judgment Than Data

Abstract

This chapter explores how policies that encourage more data collection can lead to individuals opting out of the data altogether. This opting-out, or self-selection, can lead to significant bias in data analysis. Individuals who believe that too much information is revealed about themselves may decide not to participate in surveys; even medical professionals may choose not to perform a particularly risky surgery if there is public reporting of data on health outcomes. Organizations can overcome an individual’s tendency to opt out of data collection by reducing the amount of data disclosed or by obscuring data statistics.
