Combining Preventive Measures with Preemptive Measures

Abstract

Vis-à-vis direct counter-terrorism measures only, this chapter analyzes how preventive counter-terror measures in terms of redressal of legitimate grievances of terror organizations and their supporting population may work in conjunction with direct counter-terrorism measures like preemption. In the process, the analysis incorporates the long-term goals of terrorist organization, whereas the damage from terrorism is a means toward achieving the long-term goal. It is shown that combining preemptive measures with preventive measures may be a better strategy for “winning the war on terror” than relying only on preemptive measures. The combination exerts a two-pronged effect on the terror-producing decision of a terrorist group: preemptive measures increase the marginal cost of producing terror, while preventive measures decrease the marginal benefit from producing terror.
