Foundation in Place: ‘The Where’

Abstract

The panonomic model is founded on a deep and comprehensive understanding of the concept of place, which is plotted as the horizontal axis of its core framework. Building on the well-established scientific and mathematical concept of ‘spacetime’, panonomics is conceived in essence as a ‘placetime’ model, in which place is presented as distinct to the concept of space and in which the distinctive characteristics of place are emphasised. While traditional innovation strategies have tended to adopt place-blind, place-based or—at best—place-grounded approaches, this chapter charts the interrelated development of the concept of ‘Smart Specialisation’ in innovation policy and the emerging practice of placemaking. Panonomics is presented as a place-driven model which further advances on these approaches by fully embracing a whole-spectrum understanding of place, which is deeply embedded in the cultural heritage and distinct characteristics of a particular place. Proposing a directionality of moving upward and outward from the place, rather than restricted to a place, the model can be applied at any scale and as such offers place as both a connective tissue and dynamic foundation for collective advancement toward local, regional, national and global goals.
