Abstract

This chapter explores the two levels of governance, the international and the national, that require transformation if trade is to be development-focused rather than being used to solidify rentiers control of the most lucrative assets. As trading rules are geared towards upholding poor terms of trade which inhibits development, the political battle needs to be won to create transformative rules which target overcoming underdevelopment. Developing countries successfully altered the terms of trade through the Lomé Conventions in the past and through an organisation like UNCTAD must rediscover non-reciprocal trading agreements in the future economy.
