Abstract

Purpose: The purpose of the study was to analyze and generalize the world experience of state support for small and medium-sized businesses during the pandemic. Design/methodology/approach: The methodological basis of the research is general scientific research methods (analysis and synthesis, deduction and induction, normative and positive methods, etc.), quantitative econometric methods (summary and grouping of statistical data, statistical indexes). Findings: In 2020 all the world is facing a challenge that has not threatened humanity for a long time—a global viral infection pandemic. Restrictive and preventive measures taken by state governments, of course, are accompanied by significant costs and losses for both the population and business structures. In this situation, measures of state support for small and medium-sized businesses become extremely important and relevant, since this segment of the economy has found itself in a rather difficult situation in terms of survival and prospects for further development. Originality/value: The authors analyzed the experience of the leading countries of the world in terms of supporting the development of small and medium-sized businesses in the context of a pandemic. Conclusions and proposals that are applicable to state support of small and medium-sized businesses in Russia in a crisis situation are formulated.
