Energy Efficiency Retrofits in Social and Affordable Housing in Toronto

Abstract

This chapter investigates the implementation of energy efficiency measures through a variety of renovation and retrofit programs aimed at improving the social housing stock in Toronto. The analysis reviews the main programs implemented during 2009–2013 with a focus on funding mechanisms, implementation criteria, types of retrofits completed and outcomes. Three case studies from Toronto’s social housing portfolio highlight program implementation and outcomes. These projects represent the renovation strategies of the three major types of social/affordable housing providers in Toronto: Toronto Community Housing Corporation, non-profit housing and co-operative housing corporations. Specific emphasis is placed on a systematic comparison of the types of energy efficiency retrofits to illustrate different investment strategies, as well as to document simple return on investment.
