Abstract

Julie Stewart is founder and president of Families Against Mandatory Minimums (FAMM), a nonpartisan nonprofit that advocates against mandatory sentencing laws. Stewart started FAMM in 1991 after her brother was sentenced to five years in prison for growing marijuana. FAMM’s advocacy has led to reduced sentences for an estimated 170,000 drug defendants nationwide and has opened debate regarding the problems caused by mandatory sentencing policies. FAMM spends less than $20,000 a year on lobbying and does not give campaign contributions.
