Developing an Advanced Digital Society: An Estonian Case Study

Abstract

This chapter overviews Estonia’s experiences in developing a highly digital society and discusses how this knowledge is transferable to other contexts in other countries. The cultural and social context that made Estonia’s digital transformation possible included the population’s high education level and good digital skills, the simplicity and clarity of ICT legislation, and public discourse that supported the adoption of ICT technologies in several public services for citizens. Nevertheless, the development of digital public services has led to digitalization, which also increases the digital divide in society. Estonia’s digital transformation practices cannot be transferred unanimously to other sociocultural contexts. Nevertheless, open collaboration between sectors, creating and nurturing a unifying narrative, and strategy-driven development is the key to successful digital transformation.
