Abstract

The objective of the paper consists in forecasting further prospects of evolution of the Russian public administration system through the lens of the power relations that have formed in the country, in particular, the syncretism of power, property, and administration. The method of studying the problem is based on the theory of institutional matrices that was given ground in the works of Polanyi (1977, The livelihood of man (studies in social discontinuity). Academic, New York), North (1979, Explor Econ Hist 16:249–259; 1981, Structure and change in economic history. Northon, New York) and kirdina (1998, Russian sociology today. Institute of Sociology, Moscow). The results of the research reflect the main trends of the Russian public administration system that have become more pronounced against the background of aggravated economic crisis under the sanctions policy adopted by the leading Western countries. In conclusion it is pointed out that the stage of governmentalization of the economic and political sphere of the Russian society is close to its limit, so for increasing the efficiency of administration in the strategic prospect, the institutional management practices have to be introduced that are oriented to rendering the power non-sacral and rationalized in the interests of the civil society.
