It is must noting that globalization, related to the growth of uncertainty, leads to the addition of dimensions with a global perspective to the knowledge economy, such as resource-technological, informational, communicative, socio-psychological, and institutional structures. It should be noted too that in the process of formation of the knowledge economy, the innovative aspect of entrepreneurial activity acquires special importance in terms of all business subjects. The effectiveness of the entire innovation process depends on the effective functioning of knowledge-based entrepreneurship, which in turn determines the need for the development and implementation of an innovative entrepreneurship policy by the state. In parallel with the creation of the digital ecosystem within the framework of the innovative entrepreneurial policy, the formation of the institutional component, its systematic modernization in dynamics, the mutual compatibility and synchronization of general formal institutions, and business culture as an informal institution necessary consider.
