Abstract
In the article, the authors analyze the digitalization issues in the housing and utilities sector in Russia in the context of the digital economy development. The objective of this research is to describe the practical experience of software implementation in housing and utilities of multi-family housing as a representation of the successful case of digital solutions implementation in housing and utilities management system in order to ensure its sustainable development. The paper begins with a description of the historical development of the housing and utilities sector and its further development within the Russian realities. Today’s main barriers and benefits of using digital tools in the housing and utilities sector are determined. The paper is of practical importance as an argument for the use of digital tools in the housing and utilities sector in order to make informed economic decisions based on the monitoring and control of the operation of the housing services in the multi-family housing and the delivery of quality housing and utilities services in order to create and develop a comfortable and safe environment. The authors analyzed and evaluated existing IT solutions. And, as a result, the authors formulated a set of relevant digital solutions and services for the practical implementation in the housing and utilities of the multi-family housing, which, according to the authors, will ensure the sustainable development of the housing and utilities sector as a whole. This project was successfully implemented during the year at the pilot sites and showed the effectiveness of practical application. This research is of great practical importance, since it contains arguments for the implementation of the digital process model for making informed economic decisions based on the expert assessment of the housing services in the multi-family housing, which contributes to the control of the delivery of quality housing and utilities services by all the parties concerned. The results of the research can be applied in order to improve the efficiency of business processes in the housing and utilities sector for the residential property management and maintenance companies, and the proposed digital services are effective in terms of practical experience of sector’s system management and the implementation of digital solutions in the housing and utilities of the multi-family housing.
