Preserving Macro-environment Sustainability in the Russian Federation: Key Trends and Risks

Abstract

In this article, the authors set a task to create a model of territory sustainability, in which the factor indicators are the rate of annual development of three macro-environments, which bring the resulting indicator of territory sustainability closer to the best or desired level. To achieve the goal, the authors solve the following research problems: They substantiate the meaning of the terms “sustainability, stability, and risks” in the context of conservation and development of three macro-environments (economic, demographic, and environmental (natural)), based on the international documents on the creation of sustainable development processes in different countries. They analyze the level of pollution and the degree of protection of the environmental components such as water surface, soil, fauna, flora, land as a territory, and waste using specific examples from the Russian Federation and detect current problems of preserving and improving economic, demographic, and environmental macro-environments. Based on systemic, integrated, program-targeted, normative, and process methodological approaches, the authors propose two ranges of indicators: the first one makes it possible to assess the state of three macro-environments and the possibilities for their improvement, and the second one allows to determine risks in case of deviations of the actual levels of pollution from the standard. The authors analyze the proposals for environmental protection in draft resolutions of the Government of the Russian Federation. They evaluate the expected risks in the economic, demographic, and environmental (natural) macro-environments for each specific example based on the developed sustainability model.
