Features of Financing the Green-Digital Way in Russia

Abstract

The article analyzes the economic state and prerequisites for the transition to a “green-digital” way in Russia. A study of Russian experience in financing projects and programs of the “green-digital” economy showed that in the current situation it is extremely necessary to increase the role of the state in the process of investing in the construction and re-engineering of production facilities, as well as the creation of infrastructure and a favorable investment climate for the development and expansion of private investment practices. The study characterizes the impact of spending on environmental protection and the main components of the green-digital economy, provides recommendations for improving monitoring, taking into account the combination of digitalization, greening and financing within one result. In addition, the authors consider financing technologies and instruments and conclude that there are necessary infrastructure elements for the development of ESG technologies, but there are no methodological inventions for assessing key indicators of interaction and interdependence of the financial and real sectors of the economy, as well as a methodological procedures for the formation and disclosure of non-financial information. An analysis of the “green” debt instruments segment showed that there are clear trends for the development of such instruments in this sector of the financial market, taking into account the creation of appropriate conditions for the best available technologies (BAT) application in economic practice and the intensive expansion of green-digital production.
