New Technologies of Financial Support of Municipalities

Abstract

In the article, the authors consider the mechanism of using targeted municipal bonds as the basis for economic cooperation of municipalities, which is possible not only at the inter-municipal level, i.e., horizontal, but also within the municipality, i.e. cooperation with any economic entities (citizens, businesses), as well as with higher levels of government, public legal entities, i.e. vertical, if it is created in the interests of the local population and has a targeted nature. Analyzing the Russian and foreign historical experience of the use of financial support technologies for municipalities, including rural settlements, the authors conclude that for modern Russia, considering the current budget legislation, such application is an innovation and requires additional development of the mechanism and corresponding changes in legislation. Using them will help solve issues of infrastructure development, social and environmental problems.
