Abstract

Following the trend of acceleration at the present stage and further integration of Russian-Belarusian economic relations, the most relevant areas of cooperation (industries, projects, production) were considered. The problem of harmonization of the legislation of Russia and Belarus in the field of industrial policy is being investigated as a priority. The aim of the study was to present, based on the current state of modernization of industrial complexes of industrialized Russian regions and Belarusian industry, a model of industrial policy of the Union State to develop solutions for improving national and regional industrial policies. The tasks of the work were defined: identification of factors and directions of the trans- formation of the industrial sector under the influence of digitalization of industry and networking of production; the content of the national and regional industrial policies of Russia and Belarus in the context of the development of the network economy; identification of peculiarities of modern industrial policy of the Republic of Belarus and industrialized regions of the Russian Federation. The objective of the study is to identify the spatial factors and strategic priorities of the national and regional industrial policies of the Russian Federation and the Republic of Belarus forming the Union State in the context of networking and industrial cooperation. The subject of the study was the mechanisms for the development the development of industrial, high-tech enterprises that contributed to the improvement of the industrial policy of the industrialized regions of the Russian Federation in the context of the expansion of network industrial cooperation with the Republic of Belarus. Their system included priority areas for improving the industrial policies of the two States forming the Union State, including the creation and support of new economic sectors in both the public and business sectors. The conclusions are based on the analysis of the state and development of the production of Russian and Belarusian industrial products, the structure of economic potential, its basis, dynamics by type of economic activity in the Republic of Belarus.
