Abstract

This chapter examines the feasibility of establishing a liability fund that could be utilized to compensate exporting nations should exports be detected containing GM products and discusses the funding options. African commodity export data is analyzed to establish the range of values of trade that might be annually affected. Both the economic and political feasibility of this solution are examined to determine whether it would enable African producers and consumers to participate in the benefits of GM crops without the worry that their commercial interests will be harmed by an EU trade action.
