Policy Reforms and Agriculture Development Challenges in Tajikstan

Concluding Remarks Designing development strategies and programs in Central Asian republics require a fuller understanding of the policy reform efforts that has been on going since the independence. This paper presented a quick review of the issues and challenges related to Tankistan in its efforts to spur the economic growth and reduce poverty in rural areas though agricultural development. In spite of concerted efforts by the government in reforming its economy, several policy concerns remain. First, privatization of the agricultural lands including pasture lands and allocate individual land parcel and registration of the land parcels tenure, to promote the land market. Second, adoption of the watercode, and evolving regulations for the WUAs and recognizing these as farmers owned service oriented non government organizations, with the transfer of these infrastructure. Third, providing the rural credit support, through rural financing system development, mortgage loan, pledge loan policies and similar mechanisms. Addressing these concerns would require continued cooperation of the government and the donor community and harmonization of Tajikistan’s policies to take advantage of the opportunities that may arise both in the region and at the global level.
