Research on Classification of Pipeline Operator Clusters Based on PHMSA-IM Database

Abstract

How to evaluate the effectiveness of pipeline integrity management and put forward suggestions for improvement in order to achieve the continuous development is an urgent problem for pipeline operators. Based on the information in the PHMSA-IM (Integrity Management) database and the difference of pipeline failure’s definition at home and abroad, this paper proposes key quantitative indicators to measure the performance of pipeline operators. First classify all gas transmission pipeline operators based on pipeline mileage and thousand-mile leakage rate, and then use the annual high-consequence area mileage reassessment rate to further evaluate the operators that are already in the outstanding clusters, and then select benchmark operators and measure the integrity management performance level of each operator. In addition, the operator’s evolutionary trend was also studied, and it was found that the operator located in the cluster to be improved has a more obvious trend of evolving to a normal cluster, indicating that integrity management can effectively reduce pipeline leakage.
