Implementation of the Windows of Opportunity in the Investment Sector of Industry of Russian Regions in the Context of Digitalization

Abstract

The transition of the world economy to Industry 5.0 and the sanctions pressure on the Russian economy create “the windows of opportunity” to achieve a technological breakthrough in the Russian industry. An important factor in the implementation of the opening “windows of opportunity” is the formation of an effective system of tools of state support and investment attraction in large, medium, and small-sized industrial enterprises. The purpose of the article is to identify the key problems of underinvestment in the industry of Russian regions, to study the existing tools for attracting investment in industrial enterprises in Russia’s federal constituent entities, and to formulate directions for their improvement and digitalization in order to implement new “windows of opportunity” opened in the context of sanctions. The article studies the investment industrial infrastructure in terms of its constituent tools, constraints, and promising directions for development as exemplified by developed regions of the Volga Federal District (VFD) in comparison with the Sverdlovsk region, an industrially developed region of the Ural Federal District (UFD). Based on the Data Envelopment Analysis model (DEA), the efficiency of investment resources utilization in the studied regions of the VFD and the UFD has been assessed. Promising directions for improving the efficiency of investment infrastructure activities in order to timely implement “windows of opportunity” to attract investment in the industry of the Republic of Bashkortostan and other Russian regions, including digital ones, have been proposed.
