Foundational Scientific Issues in Complex Systems Management

Abstract

In academic research, it is common to refer to “scientific problems” rather than “scientific issues.” Why is it not called “scientific problems in complex systems management” but “scientific issues of complex systems management” here? Firstly, this is because “problem” and “issue” are not the same concept.
