Green Corridors and Network Design

Abstract

The purpose of this chapter is to investigate the relation between the Trans-European Transport Network (TEN-T) and the green corridor concept. First, the need is established for a corridor governance structure that enables the close cooperation among the numerous stakeholders from both the public and private sectors engaged in all corridor related issues ranging from network design to the provision of integrated logistical solutions. The governance scheme of the recently introduced TEN-T core network corridors seems to fulfil this requirement. Following a brief history of TEN-T development, the 2013 major overhaul of the EU transportation infrastructure policy is outlined and the basic differences with the past are pinpointed. The provisions of the new TEN-T Guidelines are scrutinized so as to check whether the TEN-T core network corridors exhibit the characteristics of a green corridor, as they have been identified in the previous chapter. Based on the results of this analysis, it is concluded that the TEN-T core network is, as far as its freight dimension is concerned, a network of green corridors.
