Pump Allocation at a New Zealand Oil Refinery

Abstract

This chapter considers the problem of assigning a set of pumps to a set of component tanks so as to pump a prescribed volume from each component tank into a final blend tank as quickly as possible. This problem, which arose at a refinery in New Zealand, is important because delays in the blend can delay outgoing ships that take the blended product to market. Such delays incur large penalty costs. A mixed-integer programming formulation is derived that can be solved extremely quickly.
