Abstract

In Germany, the revival of municipal autonomy originated from Prussia. Among the reforms introduced after the crushing defeat of the Prussian army against Napoleon in 1806, the Städteordnung (statute for government of cities) of 1808, commonly associated with the name of Baron Karl vom Stein, was one of the measures enacted by the king to ensure political support and loyalty for the state.
