Recycling Initiatives in Romania and Reluctance to Change

Abstract

Romania is one of the countries that received in 2018 an early warning report from European UnionEuropean Union (EU), for the risk Risks of not reaching the target of 50% reuseReuse/recyclingRecycling of municipal waste until 2020. The report highlighted that the landfillingLandfilling rate was one of the highest in Europe (69%) and the recyclingRecycling rate was only 13% in 2016. These numbers are worrying, reflecting a lack of administrative measures but also a reluctance to changeReluctance to change from the population, mainly because of the lack of educationEducation regarding recyclingRecycling and the negative consequences of waste for the environment Environments . The main objectives of the paper are to analyze statistics in Romania and other EU European Union (EU) countries on waste and recyclingRecycling, the causes of this phenomenon and to establish the necessary measures that could be implemented in order to raise the recyclingRecycling rate and the awareness of the population regarding environmental issuesEnvironmental issues. The research methodology consists in applying a survey to analyze the reluctance to changeReluctance to change of the population and their perception on recyclingRecycling and reuseReuse but also in conducting interviews with specialists from public authoritiesPublic authorities and NGOs regarding this issue. The results will consist in offering solutions for raising the awareness on these problems, developing the infrastructure Infrastructures for recyclingRecycling waste, highlighting good practice examples from other EU European Union (EU) countries.
