Abstract

We discuss the role of economists and their placement in the organization to improve IA based on organizational economics. In order to introduce Evidence Based Policy, it is highly recommended to assign economists or other specialists to conduct early analysis from a standpoint that is as neutral as possible. But Incentive and ground rule, and top-down initiative to make all the officers to consider economic analysis is most essential for instilling economic thought and evidence-base, while organizational change has only limited effects.
