How to Incorporate Behavioral Science and Using Nudges in Regulation and IA

Abstract

Behavioral science is useful to improve regulation. We explain how to incorporate Nudge into Impact Assessment. There are several ways to check Nudge, BASIC (Behavior, Analysis, Strategies, Intervention, and Change) by the OECD, FEAST (Fun, Easy, Attractive, and Timely by the U.K., and (Sunstein 2014a, b)). Though nudge is based on behavioral economics extending rationality assumption, assessment of the cost and benefit of nudge should be based on traditional neoclassical criteria as other mandatory measures and economic incentive, because it is compared with the maximum social welfare which is the ultimate goal of IA.
