Abstract

The developed countries’ experience shows dependence of effectiveness of the national economy on its innovative development. Formation of the National Innovative System (hereinafter “NIS”) is the primary objective for countries taking into account availability of correlation dependences between innovation of the national economy and quality of life of the people. Building of a national innovative system has become a political task and requires extensive analysis for Kazakhstan aiming to enter the top 30 most competitive countries.
