Abstract

Aggravation of ecological problems in agriculture leads to necessity for formation of a new scientific approach to evaluation of eco-economic effectiveness of the use of agricultural lands and formation of irrigated agriculture clusters. Insufficiently systemic approach to consideration of a large number of ecological risk factors during formation and development of agricultural clusters leads to economic problems—primarily, due to reduction of soil fertility. Solving the issue of systematization of the above characteristics allows describing any complex eco-economic system, including the complex of ameliorative measures. Therefore, the paper offers the methodology of unified evaluation complex for assessment of investment projects related to amelioration. Possibility of integration into a unified model of key indicators of the project, reflected in the form of quantitative evaluations that characterize the project at a certain moment allows realizing the task of building a systemic interconnection of quantity and quality of conducted ameliorative measures and evaluation of expenses for them. The developed graphical model of a unified evaluation complex allows for qualitative assessment of economic effectiveness of the project and the volume of expense for creation of the project on the whole and of its specific elements.
