Abstract

Effective and efficient logistics in itself and linked to an appropriate infrastructure platform and with the associated services in place, in the context of increasing globalization, is becoming a critical element for growth, trade, country competitiveness, poverty reduction, and economic performance. That is applicable to all countries but even more so to countries that either because of their size, size of their domestic markets, and limited purchasing capacity, are focusing on export-led growth strategies, as did and do a number of East Asian, African, and Latin American countries. Yet logistics also apply and impact domestic markets and connecting the country and its people. For that to succeed, a number of key components need to be in place (Guasch, 2006, 2011; Guasch & Briceno, 2019). Those components are:
