Abstract

The use of universities as providers and promoters of know-how in the interests of regional economic innovativeness is a longstanding objective of technology poli-cies throughout Europe. Calls for local knowledge and technology transfer (TT), meaning the deliberate and purposeful transfer of know-how from academia to practical applications, have recently been revived by the notion of regional innovation systems. In a normative sense, this emphasises the need for continuing inter-organisational interaction to induce industrial innovation, attributing major im-portance to institutions of higher education and R&D for effective local system dynamics (Edquist 1997; Cooke et al. 1998; De la Mothe and Paquet 1998). A range of policy measures aims to promote this interaction, such as the establishment of transfer offices at universities, specific public support programs, or science and technology centres to ‘incubate’ new enterprises run by academics.
