Az adók szerepe az állam szociális funkciójának megvalósításában

Abstract

Az állam gazdasági funkcióit – allokációs, elosztási, stabilizációs – a pénzügyi politika eszközeivel tudja megvalósítani. Az elosztási rendszerrel szemben támasztott követelmények: méltányosság, igazságosság és hatékonyság. A dolgozatban arra a kérdésre keresem a választ, hogy az adórendszer képes-e ezen követelményeknek megfelelni. Bár az adózás elsõdleges pénzügyi célja az állambevételek biztosítása, speciális célként megfogalmazódik az elosztási és foglalkoztatási cél is. Nem tartom hatékonynak azt a megoldást, amikor az adóbevételeket feláldozzák a szociális funkció megvalósításának oltárán. Nem az adózási eszközökkel-adókedvezmények bõvítésével, különféle adóalap számítási gyakorlattal, adókulcsok differenciálásával-, hanem a célzott pénzbeli támogatások és a természetbeni juttatások növelésével lehet a magyar jóléti rendszert hatékonyan mûködtetni.
