Abstract

Fiscal decentralization tendencies and local government reform can be seen in countries throughout the world, including industrialized countries, developing and transition countries (Smoke, 2001; Shah, 2004). An important goal of these reforms is to redefine the role of the public sector and to improve its performance. The reason is that a higher level of decentralization of administrative power and responsibility1 is expected to result in an increase in public sector efficiency,2 in the improvement of local and regional governance,3 as well as in the promotion of local and regional economic development.4
