Abstract

In contradistinction with most large enterprises in the developed market economies (Japan is a case apart), enterprises in Ukraine fulfil functions that elsewhere are fulfilled by municipalities. This means that they manage the whole infrastructure of the part of town that they own. For example, Zaporozhstal, the main steel producer in Zaporizhzhya, an industrial centre in Eastern Ukraine, has a network of health care facilities, educational establishments, guest houses, kindergartens, apartments, cultural facilities, sport clubs and holiday centres. Zaporozhstal also has two kolchozes, mainly, but not totally, producing for its employees. It even has a meat factory within the steel factory. Often, these secondary services are more important for the employees than the salary.
