Abstract

It is generally accepted that globalization has made social security arrangements essential for at least three reasons. First, for cushioning the burden of restructuring; secondly, for increasing the legitimacy of reforms; and thirdly, for enabling risk taking by individuals and firms by providing a floor-level income in case the rewards from risk taking do not materialize.
