Abstract

The governance model defines the balance between the public interest in economic growth resulting from the opening up of economies to trade and the private interest in the efficient use of resources used in the production of the port service. The search for this balance must take account of the fact that infrastructure works are in most cases carried out with public funds, thus representing fixed social capital made available by the community. If the search for this balance fails, two opposing situations may occur, both of which are undesirable: the loss of interest of private operators in investing in the port or an excess of infrastructure that reduces the rate of return on the public capital invested.
