Abstract

The chapter discusses the impact of institutions on the port governance reform and how stakeholders can influence the application of centrally defined rules. These aspects are of particular importance in defining the difference between the planned reforms and their actual applications as well as in better understanding the different set of goals that each country might set for its own port system.
