Public Sector Organizations: the Bureau

Abstract

The organization of production in the public sector is the bureau, or agency. The two organizational monikers bring to mind different aspects of their existence and operation. The term ‘bureau’ reflects the hierarchical structure and associated rules and multiple levels of information processing that is involved in public provision of goods and services. The term ‘agency’ reflects the organization’s role of carrying out a function on behalf of the public or legislators who represent the public. Both terms show a correspondence to the issues of structure and bounded rationality and to the principal-agent relationship that all apply to the decision process that has been shown in for-profit corporations.
