Abstract

This chapter has two objectives: first an analysis of the evolution of Israel’s high-tech sector and cluster over the past thirty years to identify aspects of Israel’s IT high-tech experience of the 1990s which may be useful in assessing the prospects of India’s IT high-tech sector during this decade; the second to suggest policy directions or policy issues that, if put into effect, might contribute to accelerating the evolution, alongside India’s existing software/IT industry, of a more R&D-intensive, ‘Silicon Valley’-type segment of high-tech.
