Pre-investment and the UN Special Fund

Abstract

At its session in the summer of 1957, when ECOSOC had agreed to urge the UN General Assembly to establish SUNFED, the United States fully expected the General Assembly to vote for SUNFED, leaving the US delegation (with Canada and the United Kingdom) isolated in opposition, unless a constructive alternative were found. The alternative proposed by the US, and modified during the debate, was the creation of a UN Special Fund, which the General Assembly decided to establish by its resolution 1291 (XII) on 14 December 1957.
