Evolving Policy Preferences in Antidumping Policy

Abstract

Over the last two decades, Japan’s trade policy and trade relations have been the subject of controversy. The major controversies have concerned disputes with developed countries over Japan’s exports and the opening of the Japanese market (Kusano 1983; NIRA 1989; Mikanagi 1996; Schoppa 1997; Lincoln 1999). After the late 1980s, several basic industries suffered from increased imports from developing countries, enhancing the likelihood that these industries will call on the government to introduce protectionist measures. This raises an additional trade issue. How do the import competing industries and government react to rising import pressure? This chapter seeks to address this question by focusing on the antidumping policy in Japan.
