Abstract

Developing countries (DCs) are keen to benefit from new advanced technology. However, its acquisition presents some potentially difficult dilemmas. Will the resort to exogenous technology leave them dependent upon the developed countries or multinational companies that supplied them? Will the inequality in capabilities force DCs to pay too high a price? Can DCs obtain the capabilities to produce high technology products for themselves? Can they even acquire the capabilities needed to develop new advanced technologies for themselves? Indeed, can developing countries catch up with the West?
