Maastricht Treaty

Abstract

The IGCs had opened in Rome in December of 1990 and continued on in Brussels during 1991, with the final meetings at the highest level in December of that year under the Dutch presidency in Maastricht. The resultant treaty would become known as the Maastricht Treaty (1992, with pertinent excerpts included here as Appendix 3). Given the close proximity of many other European states to this city in the southern part of the Netherlands, Maastricht was a logical site for the negotiations.
