Abstract

In the chapters to follow, the actual levels of imports moving into various countries were measured, while controlling for some of the other important factors that may have influenced these import levels. The analyses that were undertaken were based on the actual import levels among countries as a means of identifying those states that have imported relatively large amounts of goods and those countries that have imported less than would have been expected. These comparisons provided some indication as to whether these states had encouraged or discouraged certain types of imports based on what their policies were relative to each other. Or the comparisons might have indicated which states had been most effective in limiting such imports in a relative sense if all countries had sought to discourage the same kinds of imports.
