Abstract

In Chapters 2 and 3 we developed an analytical and operational framework for the study of social exclusion. This and the following chapter are concerned with the testing of this framework in both developed and developing countries. In this chapter we examine the experiences of North America with regard to what is termed there as the underclass, Western Europe and the Central and East European countries’ approach to social exclusion. In order to place the discussion in a concrete country setting, we undertake case studies of France, Hungary and Poland (in this chapter) and of Brazil (in the following chapter). Our discussion covers the following three related sets of main issues: (a) economic, social and political aspects of exclusion, (b) distributional issues (the lack of resources) and relational issues (the lack of social ties with family, friends, local communities, state services and institutions, and more generally, with the societies to which an individual belongs) and (c) indicators of job precariousness.
