Abstract

Perhaps of all the many issues and concerns that Hans Singer has addressed in his long and illustrious career, his greatest international contribution and recognition has related to the subject of food aid (Singer, 1986; Clay and Shaw, 1987). The epistemic community has long recognized that no other person has made such a dominant impact in the international debate on food aid (Hopkins, 1992). He also played a strategic role in the establishment of the World Food Programme (WFP), the food aid organization of the United Nation system.
